City of Philadelphia Jobs program could be reshaped. PWDC,TANF,Jobs and training program on the ropes. The PWDC organization is on the ropes,hell it has been on the ropes for years.Few things are evident,retirement of long time director Ernie Jones (12 years), gone,democratic governor, gone, the department that governs the funds,gone. As new administration will replace many staffers. The Philadelphia EARN center staff does miracles with less and more regulations and directives that are unachievable that didn't work.
Is the PWDC organization on the ropes, hell it has been on the ropes for years. Few things are evident, retirement of long time director Ernie Jones (12 years), gone, democratic governor, gone, the department that governs the funds, gone, as new administration will replace many. The Philadelphia EARN center staff does miricales with less and more regulations and directives that are unachievable that didn't work. The city Tanf population has a line of communication that is second to none.
When changes come down the pike, the parents burn the lines up sharing what is changing and then develop systems to beat them.
Child care systems and food stamp to Access cards are one of the state wide changes that caused the population served to refocus and adapt.

The city of Philadelphia nor the State of PA will ever out smart the community. Survival breaks every effort to hoodwink and get folks off the public assistance rolls. Many folks have benefited, many hasn't. Many PWDC staff , even at the EARN center and nonprofit org level were former clients of the EARN centers. Too many forget that and have bad attitudes towards their clients, most have case loads that are to large and unmanageable. Most times it is because too many clients are playing games with their lives and the lives of others.
One city councilman is stepping to the plate in this area. W. Wilson Goode wants Council To Check City’s Workforce Development at City Council’s first meeting in 2011, Councilman W. Wilson Goode, Jr. introduced a resolution to authorize the Committee onCommerce & Economic Development to hold hearings to strategically assess the City’s workforce development system.
On Nov. 22, 2010, Mayor Michael A. Nutter announced the appointment of Mark Edwards as President and CEO of the Philadelphia Workforce Development Corp. here. PWDC, which has an annual budget in excess of $100 million, is the largest single entity in the city’s workforce development system. Founded in 1999, the Philadelphia Workforce Investment Board, Inc. is also a nonprofit organization that serves as the staff to a volunteer Board appointed by the Mayor under the federal Workforce Investment Act.
The Councilman said, “The Nutter Administration has begun a formal review of these workforce agencies in order to align the city’s workforce-development system to benefit employers and job seekers alike. With new leadership being put inplace, it is time for City Council to review how these funds will be allocated to responsible employers and certified providers to train and place both unemployed and underemployed Philadelphians into living wage jobs.
PWDC works hard in areas of community outreach. Many families have been able to provide food for their family's in short term programs , like the Stimulus recovery grant program that just ended. It paid people well, but pulled the rugs out from under them few months later, also...the city started our version of the program very late, to many lost months before implementation.

Additionally, PWDC’s Community Affairs and Grants & Development departments have partnered to provide a series of free grant assistance and resource sharing workshops for local community organizations.
