On Monday, the Clerk of Quarter Sessions, Vivian Miller, resigned during a press conference led by the mayor. She has been under increasing pressure from the Committee of Seventy, the Philadelphia Intergovernmental Cooperation Authority (PICA) and especially an ongoing investigative series in The Philadelphia Inquirer.
In its March 2009 report, “NEEDLESS JOBS: Why Six Elected City Positions Should Die,” Seventy recommended eliminating this obscure office and transferring its necessary functions to the courts. Despite Miller's resignation, Mayor Nutter refused to respond directly to repeated questions about the future of the office.
In a press release after the resignation was announced, Seventy renewed its call for a permanent end to the office. Seventy urged Mayor Nutter and City Council to move swiftly to eliminate the office before it returns to the ballot during the 2011 municipal elections.
Under Miller's tenure in office, Philadelphia's uncollected bail reached $1 billion - a number reported by The Philadelphia Inquirer. Given the city’s fiscal deficit, Seventy's President Zack Stalberg said that that collecting this must be an immediate priority.
