For over 70 years the Publishers (Non-agency strategic and related policies and practices advisers/advisors; academic and professional researchers, lecturers, investigators and writers NOW in several millions with over 98.9% underground ) have incessantly advised leaders, governments, NGOs, business sectors and entrepreneurs, politicians, lawmakers, and private or individual actors on how to reduce costs, reduce destruction of life and property, particularly reduce costs to save the world or international communities from starvation and poverty, etc. etc. etc.

None of these non-agency strategic and related policies and practices advices have failed in long and short terms basis. See http://www.phillyimc.org/en/node/74756 ;

http://www.google.com/search?hl=en&q=what+we+told+the+presidents+of+Amer...

On Somalia, Vietnam, Yugoslavia, Afghanistan, Iraq, Niger Delta Region, Sudan, etc what the Publishers (Ofumes/NGOs) have continually said 1970s - present on using extreme and last breath of political solution to resolve all conflicts is in part what every reasonable and foresight leaders (including Obama) have captured, incorporated and designed in his Domestic and International Movement for Change and what the British Brigadier Mark Carleton-Smith has lately said TODAY (10/05/2008) after terrible loss of life and property in these countries including second world war.

Obama has extensive domestic and international policy and practice experiences on war, conflict, instability, conventional/unconventional wars/conflicts. These strong experiences have sustained his correct and unfailing votes in US Senate and other standing and ordinary decision and lawmaking circles.

Now running towards two years, Publishers reviewed Obama’s campaign manifesto immediately it was published and supported the within programs as solution to return leaders, governments, NGOs, business sectors and entrepreneurs, politicians, lawmakers, and private or individual actors to make correct decision and turn out good government. Obama voted against using war and other combative measures in Afghanistan, Iraq, etc.

In addition to past depression/recession, wars/conflicts and pains suffered as result of bad decisions, particularly, majority of Americans and peoples of the world are tied and want change immediately.

Some leaders, governments, NGOs, business sectors and entrepreneurs, politicians, lawmakers, and private or individual actors are preoccupied with overwhelming pride of power and arrogance which lead to failing leadership decisions.

Brig Mark Carleton-Smith told the Sunday Times the aim of the mission was to ensure the Afghan army was able to manage the country on its own. He said this could involve discussing security with the Taleban.

When international troops eventually leave Afghanistan, there may still be a "low but steady" level of rural insurgency, he conceded.

He said it was unrealistic to expect that multinational forces would be able to wipe out armed bands of insurgents in the country.

The BBC's Martin Patience in Kabul says Brig Carleton-Smith's comments echo a view commonly-held, if rarely aired, by British military and diplomatic officials in Afghanistan.

Many believe certain legitimate elements of the Taleban represent the positions of the Afghan people and so should be a part of the country's future, says our correspondent.

Brig Carleton-Smith is the Commander of 16 Air Assault Brigade which has just completed its second tour of Afghanistan.

Brig Mark Carleton-Smith

He paid tribute to his forces and told the newspaper they had "taken the sting out of the Taleban for 2008".

But he stated: "We're not going to win this war.

"It's about reducing it to a manageable level of insurgency that's not a strategic threat and can be managed by the Afghan army."

Brig Carleton-Smith said the goal was to change how debates were resolved in the country so that violence was not the first option considered.

He said: "If the Taleban were prepared to sit on the other side of the table and talk about a political settlement, then that's precisely the sort of progress that concludes insurgencies like this.

"That shouldn't make people uncomfortable."

Since the start of operations in Afghanistan in 2001, 120 UK military personnel have been killed.
