2) Urge Your Representative to VOTE YES! on BOTH SB 1137 and HB 2005.

 
Tell your representative:
SB 1137 expands coverage to hundreds of thousands of uninsured Pennsylvanians.  HB2005 ends the practice of "medical underwriting" by all insurance companies.  It's not right that people are discriminated against based on pre-existing conditions, chronic disease and disability status!!!

ADVOCACY UPDATE March 14, 2008 Pittsburgh from CHC’sJessica Seabury

1)  Late Wednesday night, the House passed the Eachus amendment to SB1137!  This amendment - PA Access to Basic Care (PA ABC) - is a tremendous step forward for health reform.  It would cover 270,000 Pennsylvanians with quality, affordable health care, including everyone on the adultBasic program and the adultBasic waiting list on day one.  It offers all of the benefits of the adultBasic program plus prescription drug and behavioral health coverage. 
 
And, it is affordable.  Individuals with household incomes below 200% of the Federal Poverty Level ($40,000 per year for a family of four) would pay between $0 - $50 per month in premiums.  The program is a huge step in the right direction.  To put this into perspective, PA Access to Basic Care (PA ABC) would cover 270,000 lives, while adultBasic currently covers 49,000 and Cover All Kids (CHIP) covers 168,000.  This is truly a historic time for Pennsylvania.

The Eachus amendment was passed late Wednesday night, and the entire bill (SB1137) is expected to go before the House for vote on Monday (3/17).

2)  Also Monday, the House is expected to work on another critical piece of health reform legislation, HB2005.  This bill puts into place more protections for consumers and small businesses when purchasing health insurance. HB2005 gives more authority to the PA Insurance Commissioner to regulate health insurance rates - insurance companies would have to prove that all rate increases are not excessive, not discriminatory, and actuarially sound. 

AND, HB2005 has a critical social justice component.  This bill prevents insurance companies from "medical underwriting" when setting rates for small businesses.  Right now, insurance companies essentially discriminate against consumers who have pre-existing conditions, chronic disease, and disabilities by charging them and/or their employers higher rates.  At times when people need health care the most, insurance companies make it most difficult for individuals and small businesses to afford it.  HB2005 would stop the practice of "medical underwriting."

 
Insurance companies would no longer be able to set rates based upon your family history, medical conditions, prescription drugs you take...  This would make health insurance more affordable (and much less volatile) for small business, and help people get coverage and care when they need it most.  Sadly, Pennsylvania is only one of four states that has not banned insurance companies from engaging in medical underwriting in the small business market - in a way, this legislation just brings our Commonwealth in line with other states.
