PHILIPPINES: Akbayan Party condemns plans for increased United States military presence in the country amid burgeoning Chinese military expansionism. We believe these acts by the two superpowers will inevitably destabilize the West Philippine Sea and Southeast Asian region.

We therefore call on President Benigno Simeon Aquino III to stop any “talks of cooperation” with the US government that will inevitably lead to a disadvantaged position for the country. Although we support his steadfast support for Philippine sovereignty in the face of continued Chinese military incursions in the West Philippine Sea, we believe that enforcing our sovereignty does not mean our country must willingly bow down to the interest of another superpower.

Ignoring a constitutional ban against making “midnight” appointments in the last months of her presidency, Gloria Macapagal-Arroyo (GMA) went ahead and appointed her personal manicurist, Nitz Carpon, as director of a government housing agency, and her personal gardener, Armando Macapagal, as Deputy Director of the Luneta Park Administration. For good measure and insurance, she also appointed her former legal counsel, Associate Justice Renato Corona, as Chief Justice of the Supreme Court.

GMA had previously appointed Corona’s wife, Cristina, as CEO of the John Hay Management Corporation (JHMC), after firing all the other members of the JHMC Board who opposed Mrs. Corona’s appointment. According to a recent government audit of her JHMC income, Mrs. Corona received a monthly salary of 78,000 pesos ($1,857), in addition to 10,800 monthly representation allowance, 20,000 monthly communication expenses, and 40,000 pesos per board meeting appearance. In her last six months in office, Mrs. Corona received a total of 972,148.30 pesos ($23,146), down from the P1.915 million pesos ($45,595) she received the year before.

Akbayan Party today called on the Association of General and Flag Officers (AGFO) to repudiate retired major general Jovito Palparan and declare him an enemy of the Filipino soldiers and the military institution.

The political party issued the statement in response to AGFO’s accusation of “trial by publicity” against Palparan. Akbayan called the retired officers’ defence of Palparan as “regrettable."

 “Instead of protecting Palparan, former officers of the Armed Forces should assist the government and the people to catch Palparan”, Akbayan Spokesperson Risa Hontiveros said.

“Because of his acts, Palparan soiled the institution of the Armed Forces and violated his duties to protect the people”, according to Hontiveros.

Hontiveros also called on Palparan to stop hiding and face the charges against him in court since his patron can no longer give him protection.

The Bantay Gloria Network today said that with Chief Justice Renato Corona hounded by serious charges of amassing ill-gotten wealth, he should follow the example of former Ombudsman Merceditas Gutierrez who opted to resign rather than face a prolonged impeachment trial.

Akbayan Spokesperson Risa Hontiveros said that with the recent revelation by Rep. Niel Tupas, head of the House prosecution panel, that Corona had bought a 300-square meter penthouse worth P14.5 million in an exclusive enclave in Taguig City as well as other high-end properties, “the Chief Justice can no longer ignore allegations that he has enriched himself in office way beyond his legal salaries and allowances as a member and now head of the Supreme Court.”

TWO days after a "court holiday" was declared in support of impeached Chief Justice Renato Corona, Bantay Gloria Network (BGN) responded with a "national day of action" to press for the removal of Corona from his post.

Dubbed the "people's holiday from injustice and impunity," around 3,000 anti-corruption advocates trooped to the high tribunal to "reclaim" the Supreme Court from the hands of a "midnight chief justice."

Akbayan Party Spokesperson Risa Hontiveros said Corona’s removal from public office is necessary to “restore integrity to the high court and remove Gloria Macapagal-Arroyo’s last defenses.”

Akbayan Party to PNP: Respect People's Right to Protest, Observe Maximum Tolerance

We in Akbayan Party call on the Philippine National Police (PNP) Director General Nicanor Bartolome and National Capital Region Police Office (NCRPO) Chief Alan Purisima to ensure that maximum tolerance will be observed by the police when handling public demonstrations and other protests.

Our country has already made notable headway in the field of human rights, which is why it is disconcerting whenever we see protest actions and demonstrations spiral out of control and degenerate into senseless violence. Such violence need not occur if our police officers ensure constant dialogue and maximum tolerance.

MANILA: The former Philippine president Gloria Arroyo has been charged with electoral fraud in a move that could pave the way for her arrest, after the government rushed the case to a regional court to keep her from leaving the country.

But hours later, the Philippine Supreme Court maintained its decision to allow Ms Arroyo to travel overseas, turning down the government's appeal.

The high court also gave the Justice Secretary, Leila de Lima, 10 days to explain why she should not be cited for contempt for refusal to comply with the order and blocking Ms Arroyo's travel.

The charges on electoral fraud, which carry a maximum penalty of 40 years imprisonment, were filed by the Commission on Elections at the Pasay Regional Trial Court in Manila, a court official said.

The regional court's Judge Jesus Mupas would now decide whether to issue an arrest warrant, said the commission chairman, Sixto Brillantes. He said he also asked for a court order barring Ms Arroyo's travel.

The Philippine Airlines Employees’ Association (PALEA) today asserted that Philippine Airlines (PAL) President Jaime Bautista’s announcement that they no longer acknowledge Gerry Rivera and Bong Palad as union officers exposes union busting as the real aim of outsourcing. “Truly a fish is caught by its mouth. Actually PAL is not just recognizing me and Palad as union officers but 62% of PALEA’s leadership and 70% of its membership who have been illegally lockout and terminated. Outsourcing thus is tantamount to union busting,” stated Gerry Rivera, PALEA president and vice chair of Partido ng Manggagawa (PM - Labor Party).

Meanwhile Renato Magtubo, PM chair and co-chair of the Church-Labor Conference, an alliance of labor and church groups supporting PALEA, condemned threats from the Philippine National Police to disperse the campout at the PAL Inflight Center where thousands of employees continue their protest. “We warn government against using force to break the protest camp of PALEA. Labor and church groups will be one in strongly denouncing such a move,” he said.
