New People’s Army Should Stop Unlawful Killings, Detentions

(New York,) – The rebel New People’s Army (NPA) in thePhilippines should immediately end unlawful killings and detention of civilians, Human Rights Watch said today. The NPA, the armed wing of the Communist Party of the Philippines, has admitted to gunning down civilians and detaining others in recent months.

The Communist Party of the Philippines (CPP) denounced the Commission on Human Rights (CHR) for covering up the Armed Forces of the Philippines' (AFP) responsibility for the abduction and torture in 2009 of Fil-Am activist Melissa Roxas and her two companions, and implying that the crime was carried out by the New People's Army (NPA). The CPP flatly dismissed claims by the military and the CHR that the NPA is responsible for their illegal arrest and torture.

The CHR has done "a big favor to Gen. Jovito Palparan, who commanded the 7th ID from 2005 to 2008 and led it on a rampage of human rights abuses in the provinces of Nueva Ecija, Bulacan, Pampanga, Bataan and Zambales," said the CPP. "Ms. Roxas was arrested and subjected to torture by the very people who carried out the arrest and torture of scores of other victims."

The Philippine Commission on Human Rights (CHR) said it did not clear the military in the human rights case of Filipino-American activist Melissa Roxas as accused by several militant organizations.

CHR chairperson Loretta Rosales said their Resolution (IV) No. A2010-130 did not necessarily mean the Armed Forces of the Philippines (AFP) no longer had a hand in the supposed abduction and torture of Roxas in La Paz, Tarlac on May 19, 2009.

Rosales said their investigation had simply found no sufficient evidence to prove that military agents were behind the incident, and that the CHR investigating team found no proof that the incident happened in a government facility.

"It bears clarifying that... neither did the Commission on Human Rights 'practically clear' the AFP nor did it 'tag' the New People's Army (NPA) as responsible for the violation Melissa Roxas' human rights," Rosales said in a statement.

MANILA—A Philippine communist rebel leader's secret tryst with a mistress landed him in double trouble, leading to his arrest and the unravelling of his affair with a comrade's wife, the military said Monday.

Tirso Alcantara was shot in the buttock by police last week who arrested him as he visited a house in the city of Lucena, military officials said at the time. But the alleged nature of the visit only came to light on Monday.

Alcantara, the married head of communist rebels in the region south of Manila, was tracked down because the military knew of his affair with a jailed comrade's wife, military spokesman Brigadier General Jose Mabanta said.

"He was arrested because he was visiting his lover," Mabanta told reporters.

"This means the members of the underground, just like any normal human beings, have their own share of personal problems."

We refer to the mobilization of 70,000 troops for a week of military maneuvers just off the border of the Democratic Peoples Republic of Korea in order to simulate an invasion of the DPRK since November 23.

The South Korean puppet forces fired many shells into territorial waters of the DPRK on November 23 at 1:00 p.m. Only after an hour and a half later did the DPRK retaliate in self-defense by firing shells at the Yonphyong Islet held by South Korea.

A military parade marks the 65th anniversary of the ruling Worker's Party and honors the successor to Kim Jong Il.

Reporting from Pyongyang, North Korea — North Korean leader Kim Jong Il presided over a military parade Sunday alongside his youngest son and eventual successor in a massive coming out party for the newly anointed and still-mysterious young heir.

Kim Jong Eun, believed to be 27, stood near his ailing father on a long rostrum overlooking tens of the thousands of civilian performers and goose-stepping troops in a special celebration broadcast on state television. Until last month, when he was promoted to four-star general at a special meeting of the ruling Workers' Party, Kim Jong Eun had never appeared by name or face in the North Korean press.

MANILA, Philippines—Three of the country’s rebel groups—Muslim extremist Abu Sayyaf, communist New People’s Army, and secessionist Moro Islamic Liberation Front—are among the world’s “persistent violators of children in armed conflicts,” the United Nations said.

The Philippines’ three insurgent groups are among 16 different armies and insurgent groups around the world that have recruited or used child soldiers for at least the past five years, the annual report of the UN Secretary General’s Special Representative for Children and Armed Conflict said.

Radhika Coomaraswamy, the Special Representative for Children and Armed Conflict, warned that “we still live in a world with those who would use children as spies, soldiers, and human shields.”
