X-Offenders for Community Empowerment will celebrate recent City of Philadelphia gun owner responsibility legislation upheld by the Philadelphia Common Pleas Court and the United States Supreme Court at their 9th Annual Stop Illegal Guns Rally

Philadelphia, PA, August 22, 2008: For the past nine years X-Offenders for Community Empowerment (XCE) has been organizing to stop the proliferation of illegal guns on the streets of Philadelphia. Each year in September XCE holds a stop illegal guns rally to bring attention to the need to hold gun owners responsible for reporting lost and stolen guns. The 9th Annual Stop Illegal Guns Rally will be held on Saturday, September 6, from 12:00 PM to 8:00 PM, at the Cecil B. Moore Recreation Center and Reyburn Park, 20th and Lehigh Avenue. There will be state and city elected officials speaking as well as ex-offenders, music, refreshments, vendors, tennis and chess competition, school book bags and games for children. Voter registration and information tables will be on site.
This year Philadelphia City Council and the Mayor passed historic laws regarding the reporting of lost and stolen guns. This legislation has the potential to reduce gun violence by 80%, according to a report by the Justice Department. Wayne Jacobs, Co-Founder and Executive Director says, “This year’s rally is so exciting because of City Council ordinance #080032-A, introduced by Councilman Darrell Clarke and Councilwoman Donna Reed Miller. The ordinance was passed overwhelming by City Council, approved by the Mayor and withstood a legal challenge by the National Rifle Association. Most gun violence crimes are committed with illegal guns and are preventable. If an illegal gun is not available the crime cannot happen.”
Participants will be community correctional facilities, recovery programs and at-risk youth in addition to the general public.
