There will be the first rally for Billy Panas at City Hall Feb 5th

Billy Panas, a 21-year-old man was shot and killed by off-duty Philadelphia Police officer Sergeant Frank Tepper two months ago. The shooting occurred on the 2700 block of East Elkhart Street in Port Richmond, Philadelphia. Billy was shot to death because he and his friends accidentally stumbled upon a brawl that was occurring outside the officer's home. Tepper, drunk and with a well-documented history of erratic and unpredictably violent behavior, waved his gun around shouting. Many describe him as a mean-spirited maniac whose gun-waving antics in moments of anger or drunken stupor went without notice (or simply without care) by the department for decades. Officer Tepper has a history of animal abuse and rampent disregard in the community, even many police officers reused to work with him.
There is now a memorial with a blue tarp covering made by Billy's family and friends. It sits right outside Officer Frank Tepper's stoop, where he killed Billy Panas.

Officer Tepper has been sacked from the force bu has not been charged, because the DA said there is "Not enough evidence" he has not been arrested . He is, in reality, being "protected." Regardless of the reasons, given the overwhelming evidence, there is no excuse for Tepper to be free or uncharged and to get way with murder!

The Rally will begin at 11:45am February 5th at City Hall, Philadelphia! Wear Orange to Support Billy!
